Passionate years of poverty alleviation (Part 1)—Oral story about poverty alleviation in Lankao, Henan

  1. Lankao’s “Answer”

  New institution that contains county annals

  General Secretary Xi Jinping came to Lankao on March 17, 2014. The then leadership team of the Lankao County Party Committee promised the General Secretary that Lankao would get rid of poverty in three years. From April 2016 to April 2017, I served as the director of the Lankao County Poverty Alleviation Office, responsible for the specific implementation of poverty alleviation work in the last year of the three years. This period of time is the time to fight hard battles in poverty alleviation. Lankao County was approved by the State Council on March 27, 2017 to lift the poverty alleviation campaign, and officially achieved poverty alleviation, fulfilled its commitment to General Secretary Xi Jinping’s “three-year poverty alleviation”, answered the “Lankao’s question”, and also comforted Jiao Yulu, the “good secretary of the people” with Lankao’s poverty alleviation. There are many historically significant things happening in this process, so let me start from the beginning.

  When General Secretary Xi Jinping visited Lankao in 2014, he visited Lankao, investigated and held democratic life meetings, I was also the deputy secretary of the township. After the General Secretary left, our province, cities and counties successively conveyed the spirit of the meeting, telling us that the main task of grassroots cadres is to achieve poverty alleviation. We began to focus on the "three rises" of county governance (in 2014, General Secretary Xi Jinping emphasized the need to accurately grasp the characteristics and laws of county governance, unify the strengthening of counties and enriching the people, combine reform and development, connect towns and villages, and continuously achieve new achievements in career development) to lay out our industries, improve our environment, and achieve our most important task through a series of specific reform measures - "three years of poverty alleviation and seven years of well-off society".

  National ministries, commissions, provinces, cities and all sectors of society have given Lankao more attention and support. In 2015, the province regarded Lankao as a "comprehensive experimental demonstration county for reform, development and strengthening party building", injecting us with a "booster" and fully supporting the development of Lankao. We also seized this opportunity, vowed to do a good job, and strengthened our efforts. The poverty alleviation work involves a wide range of areas, tight time and heavy tasks. During the process of progress, we found that there are many problems of inaction, random actions or negative actions. Therefore, if you want to do a good job, you must have a strong functional department to take targeted measures. Through sorting and improving the system, Lankao integrated the county party committee inspection office, county government inspection office, county government target management office, and county administrative efficiency center resource office, and started to form the inspection bureau. The staff were selected by various departments in the county, and I was selected from townships to the deputy director of the inspection bureau.

  The Inspection Bureau takes the implementation of the "three sets" as its work goal and draws backbone forces from various functional departments. Because these comrades have their own functions and powers, they will avoid coordinating various tedious relationships back and forth to a certain extent and avoiding "skipping the ball". This will integrate all work related to poverty alleviation, such as environmental improvement, infrastructure construction, and industrial development, and promote work more effectively and effectively.

  What is the Inspection Bureau doing? To put it simply, check whether you have done what you should do: assign homework and check homework. Let the Inspection Bureau be a driving force for work, concentrate the functions of the county party committee inspection office, county government inspection office, and discipline inspection committee efficiency center to solve the problems of dispersed supervision work and different government orders at that time.

  Young people who have been admitted to any department will go to the Inspection Bureau to train as soon as they join the job. The Inspection Bureau covers all work in the county, including key tasks assigned by leaders' instructions and on-site investigations, messages from netizens, and proposals from NPC deputies and CPPCC members, etc. The inspection bureau’s work is only responsible to the four people: the county party secretary, county magistrate, county party committee deputy secretary, and executive deputy county magistrate. Promoting key tasks is straightforward and has high efficiency.

  "Raid" to touch the bottom

  Our key tasks are sorted out by the county party committee leadership team from the important speech of the general secretary after General Secretary Xi Jinping came in 2014, gradually subdivided them, conducted research, assigned and implemented them, and the county party committee leaders then made targeted instructions based on work at different stages. The main content was poverty alleviation, and the biggest problem we faced at that time was that the poor households in the county had unclear foundation and false data.

  One night in 2015, the then county magistrate of Lankao County called the director of our inspection bureau and called him to the county government. The county magistrate asked: "Lankao wants to fulfill his promise to General Secretary Xi Jinping and will get rid of the label of a poor county in 2017. Do we have any confidence in the current poverty alleviation work?" Director Liu said: "It's not very clear yet." The county magistrate said: "How much is still missing? What's the specific situation? First of all, we have to figure out the data." The two chatted for a long time, and then decided to call several of our deputy directors to assign tasks. Our inspection bureau usually gets off work after 10 pm. At about 10:30 pm, Director Liu's phone call came. He said, "There will be a task tomorrow morning. I won't disclose the specific tasks first, and organize the personnel first." So we started to draw personnel overnight. At 7 o'clock the next morning, 50 people gathered together, and they didn't know what happened when they came. We collected all our mobile phones, and then allocated these 50 people into two large groups, corresponding to two towns, and each large group was divided into 8 groups, corresponding to 8 villages. The team leader led the team and set out directly to go to the village to conduct sampling and investigation.

  The staff first look at the village appearance and living environment, and then go to households to investigate the work satisfaction of grassroots organizations and the people with the cadres of the "two committees", as well as the people's awareness of our village work team. If the people do not know the village work team, or do not know who the village team members are, then they are obviously not really in the village. We also investigated the implementation of the policy and asked the people directly: "Have you enjoyed the policy you should have?"

  While two large groups and 16 groups were conducting household surveys, several of our deputy directors patrolled back and forth, and we all arrived in these 16 villages. When the village "two committees" discovered it, we were ready to constrain the team. The data from these 16 villages were extracted and they came back to sort it out and formed a report and reported it to the county magistrate.

  The results of the investigation were not good. Many of the work has not been done properly, exposing many problems. The most serious thing is that some farmers who do not meet the conditions are included in the data, and some "outsiders" have not been counted. Therefore, the county magistrate made great determination to conduct a comprehensive investigation to find out the basic number of poor households and check the fake poor household data to lay a solid foundation for accurate identification of "look back". The 50 people we investigated for the first time are already mature. In the next step, we will let these 50 people serve as group leaders and mobilize more than 100 people to marshal. In the second round, we mobilized 175 comrades to the village and investigated 23,275 households. It took 13 days to investigate the poverty alleviation work in the county, and to find out the problems of inaccurate identification, inadequate implementation of policies, and poor environmental sanitation.

  After careful consideration, the county party committee reached a consensus: to do things well and stand the test, the real pursuit of profit and avoid harm. After discussion, the county party committee decided to expose the scar, otherwise it would not be able to explain to the General Secretary in the future and the whole country would not be able to explain to the whole country. The county magistrate said: "We in Lankao want to be the first to get rid of poverty. Many places will come to see us and learn from us later. We must stand the investigation, stand the view, and stand the calculation. The most important point is that we must implement the General Secretary’s requirements for targeted poverty alleviation, truly help the poor and help the real poverty."

  We made up our minds to do our work well with high standards. When we went to the village, we divided into groups, surveyed each household one by one, compared with the original system information, and checked each household's population, age, income, and enjoyment policies. Verify them all and we will record which one does not match the system on the spot. Next, we cleared out thousands of non-poor households from the system. These people have entered this system and enjoyed the policies. If you take them away, they will definitely not be able to accept them in their thoughts, but if they don’t take them, they will feel the hearts of more people. This system is dynamic at the same time, and we include the real poor households surveyed. At that time, CCTV's interview team "The King of Kings and the World" reported here that when we went home, they also went home, and when we had a meeting in the evening, they also followed. Therefore, whether all the work we do is to do well is transparent in front of the people of the whole country.

  After two small-scale undercover investigations and large-scale investigations, the comrades have paid more and more attention to targeted poverty alleviation in their thoughts. Our work connection is also very good. The data quality of each village is guaranteed, but high-quality data needs to be entered into the national system with high quality. If each village and township enter the data themselves, the data will be varied and each village is not familiar with the system, and they will definitely call us to ask how to do it. Our technicians cannot provide guidance through the phone line. It is very likely to make mistakes or fail.

  We thought of a solution and booked a large Internet cafe in the county. All 180 people from 16 townships (streets) were concentrated in this Internet cafe to concentrate on entry work. The work scene was very spectacular, and CCTV reporters were also filming and reporting here. These computers that play games have good performance and fast internet speed, but because the whole country uses this system during the day, just like traffic jams on the highway, we use the daytime time to verify the information and start entering at 8 pm. We first gathered the staff responsible for information entry in 16 townships and held a Q&A meeting. Everyone asked any questions. Maybe you have the same questions as me. If the technicians answer common questions in a unified manner, they will save time. The Q&A meeting will take half an hour, and the entry will start at 8:30 after the meeting. Several technicians are on standby here, providing guidance to whoever raises their hands, and entering them until the morning.

  This job was done for 15 days, and the county party committee leaders in our company did not come out in the Internet cafe every day to ensure the quality of the data. At that time, our county magistrate had already served as the county party secretary. He would go to this Internet cafe to check out every night after the meeting. If there were any problems, they would be solved in time. While we were doing this work, the national "accurate identification and look back" task was assigned, and we completed it 20 days ahead of the national requirement.

  The line of fire is killed

  Next, we began to combine the policies of the central, provincial and municipal governments to study what other weaknesses can be supplemented, and then implement our policies. The Lankao County Party Committee studies its own practical problems: such as how to do financial poverty alleviation in the industry; how to ensure children's preschool, elementary school, junior high school, high school, and university education; how to reimburse serious illnesses. In fact, the most expensive thing for ordinary people is to seek medical treatment and schooling, especially if you have a patient at home, it will drag down the whole family. For diseases such as kidney disease dialysis and leukemia dialysis, which are long-term and expensive, corresponding policies need to be given.

  After the investigation, we sorted out and summarized nine major common problems, such as two-way cognition, policy awareness, grassroots organization construction, industrial development, collective economy, and human settlement environment. On these basis, there are 14 types of personalized problems: the foundations of each village are different, some villages are poor and remote; the conditions of the units stationed in the work team are different, some units are small, their strength is relatively weak, and their support is naturally not large; some work team members have different abilities and qualities, etc. After concentrated research, Lankao studied and introduced 12 policies as supplements based on national, provincial and municipal policies. With the policy in hand, the target is accurate, and the next step is to roll up your sleeves and work hard.

  That day, we held a meeting at the county party committee. Everyone reported, analyzed and analyzed one by one, and basically discussed the above matters. The first half of the meeting ended with a 10-minute break. I was very tired and sat there in a daze. In the second half of the meeting, the then county party secretary said: "We have investigated so many problems this time. The next step is to hand over the papers to the central government, and we are the first to hand over the papers. What should we do now? In the past, for various reasons, the director of the Poverty Alleviation Office has been vacant. Next, we have to focus on promoting this work. How to promote it? First, we have to clarify a person in charge, preside over the work, and then come up with a plan for our existing problems. Now I announce that the county party committee has decided to appoint Comrade Hu Liangxia as the director of the Lankao County Poverty Alleviation Office."

  I was not prepared for it and was surprised. After I accepted this reality, I immediately became worried about the work to be carried out: There were very few staff members in the Poverty Alleviation Office at that time, so how could I do it? I asked the secretary for someone, but I didn't expect the secretary to come to me first. He said to me, "You don't have enough people in the Poverty Alleviation Office, so you can take away the 20 people from the Inspection Bureau first." I asked, "Which 20 people?" He said, "It's the people who follow you to conduct a big survey, you can pick 20."

  There are more than 30 people in the Inspection Bureau that are within the system. The more than 20 people I took away were self-financing professional positions. After applying for the exam, they have been hired by townships and have already had positions in townships, but they are still training in the Inspection Bureau before taking up their posts. I picked 20 people from here. After the staff were in place, I divided them into 4 supervision groups according to work needs. There are 16 townships in Lankao County, and I ask each group to be responsible for 4 townships and go down to supervise every day. Our task, simply put, continue to accurately implement the poor households in the village, implement the policies one by one, continuously optimize them, and make the clockwork tighter and tighter.

  At that time, because it was the first batch of poverty alleviation, we didn’t know what the standards were, so our county party secretary went to the province many times to discuss the standards with the province. Because the national standards had not yet been released, and the province was also studying them, and the standards were not yet available, so Lankao asked himself to go back to find the standards. Later, we formulated a number of standards ourselves: for example, when examining the exit of poor villages, we should combine the village's infrastructure, education and medical care, cultural venues and other factors; as well as collective economy, industrial development, and strong branches and poor branches.

  The incidence of poverty cannot be higher than 2%, which is also a criterion. Another standard is that the people's income is strong, and it doesn't matter if it is less. Even if it is 500, 600, or 700 yuan, as long as there is a stable income source channel, things will be easy to handle.

  We have a standard that will continue to adjust when actually implemented. But the general direction is to measure the yardstick to the end, and the basic standards must not be broken, such as the poverty incidence rate, the implementation of national policies, "two no worries and three guarantees", etc.

  The work of the Poverty Alleviation Office is not only comprehensive, but also detailed. We arrange basic work, arrange and implement, promote and continuously evaluate, and reverse the timetable to ensure that the whole county completes poverty alleviation within the scheduled time. What work should be done by the work team, what work should be done by the village "two committees" and what work should be done by the township, and various functional departments should perform their duties. We have reasonably allocated tasks and firmly consolidated responsibilities to ensure the completion of the planned goals and the implementation of policies to households. The four inspection teams of the Poverty Alleviation Office go down to investigate problems, implement them, and promote industrial layout every day, and also go to the homes of the poor households under key monitoring to investigate.

  There was a family that left a very deep impression on me. The male owner is nearly 70 years old, his wife is mentally disabled, and she has given birth to five children, the youngest of whom is only 2 years old. The environment at his home was extremely dirty and messy. When we first went to the house, there was no place to stay when we entered the house. The couple had five children of all sizes, and they didn't know how long it took to wash their clothes. They were completely "paste" and they couldn't tell the original color. We made a judgment for his family based on the policy, and children must enjoy educational poverty alleviation policies and provide them with medical insurance. Later, the village "two committees" and the working team were instructed to educate and cultivate their family's living habits, and urge them to take a bath, get a haircut, wash clothes, clean and clean up the environment at home regularly. Later we often went there and saw that his house was clean and his children were dressed neatly. His family was very happy and we were very happy.

  Not willing to "wait and rely on"

  In the past few rounds of open and secret investigations, we have already figured out the problems of each village. At that time, our main force in the village was the village work team members. The county party secretary personally held a meeting and summoned the village work team members and branch secretaries to hold a seminar to talk about the current problems, pain points, and difficulties, and discuss ways to promote the work. During this process, we found a group of outstanding village work team members. They came to the countryside from various units. After several years of village staying, they also had a deep relationship with the countryside, had grassroots work experience, rural agricultural knowledge, and ways to deal with the masses. We will give full play to their role.

  The village-based team members of Duzhai Village, Grapejia Township want to promote the honeydew melon industry throughout the village, but the people are not very motivated and are afraid of risks, so they shake their heads if they do it. Li Guozhong, the captain of the village work team, told me: "The masses don't want to do it. I want the village to develop the honey melon industry. The masses say they have no money. Do you see if you can get some loans? Can you have any policies?" I said: "Okay, loans are not difficult to handle." However, a village cadre said: "It's not a loan at all! It's because everyone has no motivation, so someone has to give them some examples."

  So we supported this village cadre to try first, and he was also very capable and built two greenhouses first. The honey melon varieties he planted have high yields and can harvest two crops, one crop around the Dragon Boat Festival and one crop around the Mid-Autumn Festival. The benefits are very good, and they almost made a profit back then. When everyone saw the profits, their enthusiasm increased and they all started to plant honeydew melons without mobilization or financial support.

  During the Dragon Boat Festival holiday that year, I didn’t call anyone, and drove directly to Duzhai Village at 6:30 in the morning. When I saw it, what a guy! The ground was full of lively scenes, and everyone was driving three-wheeled pipes and slid plastic cloth to build sheds, and they were working very enthusiastically. I was chatting with the villagers when the phone rang. It was Li Guozhong, the captain of the village work team. He said, "Have you come to the village?" I said, "I'll come and have a look. I don't want to disturb you during the holiday, so I didn't call you. You can continue on vacation." Li Guozhong said, "When I'm busy now, why should I take a vacation? I'm going to the field soon, wait for me for a while." In a few minutes, Li Guozhong and the village party secretary both came. I said to them, "I'll check the situation, find out what the people's demands are, and what support do I want. For example, what I'm most afraid of flooding during the rainy season, see how the drainage facilities of greenhouses are installed, whether the industrial projects need to be made for you, and how large it can be. And how much we apply for project funds and how much loans are needed. I'll investigate this kind of thing." Li Guozhong said to me, "I haven't mentioned these demands of the people recently, nor have they mentioned difficulties." I said, "Why don't you mention them? No need?" Li Guozhong said, "I won't wait and rely on them anymore, and I've found a way to do it myself. Now they not only don't need to borrow money, but some also want to transfer some land and build a few more greenhouses. Who would rather stare at others and make money there!"

  This incident reveals a law of our poverty alleviation work: when the masses cannot see the benefits, they are unwilling to do it, and no matter how you mobilize, it may not be effective, because they have no idea at all. But when they saw that the village cadres could support his harvest in a few years, they were all moved. When the endogenous motivation of the masses is stimulated and mobilized, all difficulties are actually not very difficult. Later, Duzhai Village basically did not apply for any interest subsidy loans. Some villagers originally applied, but later they did not apply. In fact, as long as everyone wants to do it, they can do it - if they can cooperate, if they can borrow, if they can borrow, and other social funds are involved, the honeydew melon industry in this village started operating in a very short time. Now the honeydew melon industry in Lankao County is developing very well, reaching about 30,000 mu.

  Lankao honeydew melons are mainly sold in Beijing through Xinfadi, and later in other regions and online sales. Lankao honeydew melons are very famous now. Our county party secretary specially held a QR code in his hand on the representative channel of the 19th National Congress of the Communist Party of China in 2017, which is to recommend our Lankao honeydew melons to everyone.

  The "Four Red Flags" of the New Era

  The honeydew melons grown by farmers have worked hard to sell them to the best of their own. They must sell them at a good price and make them in short supply so that the industry can continue to develop healthily. At that time, our county party secretary was under great pressure and he had to be a salesman himself. The county party secretary and county magistrate have their own traffic and have to find ways to make use of it.

  The county party secretary and I were also constantly putting pressure on each other. He was staring at me and wanted to implement it, and I was staring at him and wanted to support. During the years of poverty alleviation, the secretary asked me as soon as he saw me, "Liangxia, do we still have any problems now?" I always said, "There are problems." He asked, "Is the things I decided to do last time well?" I always said, "Is it not implemented well." No matter when and when I ask, I say that. But sometimes I may be a little pessimistic, but I think I am objective. The biggest constraints in our work are two aspects: one is the industry and the other is grassroots organizations. But the core role of grassroots organizations in poverty alleviation is how to drive industrial development. So it is the industry in the final analysis.

  The economic foundation determines the superstructure. Whether it is poverty alleviation, well-off society, or the current rural revitalization, without industry support, the people will have no channels to increase their income and the local economy will not be able to develop. If the masses cannot make money steadily, it will be useless. Therefore, we must build industries, but the most difficult thing is to build industries: it is difficult before we do it. We need to measure and judge the rationality of the industry, and convince the masses to accept it. It is even more difficult after we do it. We need to help the masses support and cultivate industries, help them avoid risks, and make every effort to ensure that they do not lose money and can make money. This requires grassroots organizations to play the role of a combat fortress. General Secretary Xi Jinping once said that grassroots party organizations are the "last mile" for implementing the decisions and deployments of the Party Central Committee. If the foundation is not solid, the earth will shake. Without a good team, how can we lead our farmers out of poverty? We once had this situation: When it comes to poverty alleviation, the village "two committees" cadres will stand on both sides, stay wherever they are cool and will not meet you. Because after meeting, they don’t know what they can say to you, they don’t know how the industry develops, and their thinking is unclear. Moreover, the village cadres are also relatively old and there are very few young people. Some young people go out to work, some work in the army, some do business, and there is not a single capable person in the village to support their work. In this case, the concept of our grassroots cadres must be changed and they must change from managers to servicers in a timely manner. When your dry executive orders don't work at all, you can only help and guide them. This transformation is also a cognitive transformation of our responsibilities and roles through poverty alleviation, and also promotes the cognitive transformation of village cadres.

  Some village cadres cannot change their cognition, so they must change them. In the past, some village cadres had a relatively naive understanding: if I stamp my feet, the village has to shake it three times, and you men, women, young and old have to listen to me. As long as there is nothing wrong in the village and everyone will be calm, our village cadres will be as stable as Mount Tai. If you ask him to develop his industry, he has no concept or confidence. We found that such village cadres do not meet the requirements of the development of the times and are useless. These people must be replaced. We need to find the leader in getting rich to be village cadres. Through poverty alleviation, we have discovered some experts in getting rich, large growers, and industry leaders. Through the 2016 term change election, we have arranged such people in the positions of village cadres.

  How can our county coordinate this arrangement with townships? Because there are definitely no townships in the county that can be deeply rooted and thoroughly understood. In this case, "experts", "big people" and "leaders" are all perceptual cognition. How can we confirm through quantitative analysis that he is a village cadre convinced by the villagers? On this point, Lankao drew on the good experience that Secretary Jiao Yulu had provided us more than half a century ago and conducted a selection of "Four Red Flags" villages at the county level. Through this systematic selection, we allowed those who can make the village's affairs well stand out.

  The "Four Red Flags" originated from our inheritance of Secretary Jiao Yulu's working methods. Back then, every village commended by the "Four Red Flags" of "Han Village's spirit, Qin Village's determination, Zhao Duolou's motivation, and the road to the double poplar trees" inspired the spirit of the people of Lankao and opened up the situation of Lankao's development. We follow this approach, but there is a difference between internal structure and specific operations. The "four red flags" in the new era are selected in rural areas, "red flags for grassroots party building", "red flags for poverty alleviation", "red flags for industrial development", and "red flags for beautiful villages"; in communities, they are selected in grassroots party building, "red flags for civilized new style", "red flags for effective governance", and "red flags for serving the people". The standard of "Four Red Flags" is given, and every village can apply for the evaluation. The selection of "Four Red Flags" is to consolidate grassroots organizations, which is the most critical. In the fight against poverty, the dispatched work teams help the villages and the masses climb the hills, and their role should be "pushing the cart". The village "two committees" are "pulling the carts" and pulling the masses forward. At that time, some village "two committees" not only did not "pull the car", but instead became "carrying". It was really "the work team worked hard, village cadres stood on both sides, and poor households shook their hands to see." But as our four major teams joined forces, there was not a single idle county and township cadres. Even non-business departments such as the Youth League Committee, Women's Federation, Party History, and Federation of Literary and Art Circles all did their best, played together, and worked together to do the same thing. The masses saw and personally felt the whole county's efforts with sincerity and strength, from "the original cadres and cadres to the masses" to "leaders lead the way, cadres compare and the masses follow." Everyone's enthusiasm suddenly became aroused, and a wave of selecting the red flag was set off.

  During that period, our village-based team members were very motivated to fight poverty. They worked overtime on "five days and four nights", mobilized husband and wife, father and son, and even families to help the villages and households develop industries, improve facilities, and improve the environment. In order to motivate the team members, we also carried out the "Village Model Work" selection, with no mechanical selection indicators, only looking at the actual performance.

  The first time I evaluated the "Website Model Work" is very interesting. At that time, 20 people were selected, without a scoring table, evaluation table, and assessment team. Instead, the county leaders, director of the inspection bureau and me who were in charge of poverty alleviation work, were directly selected on the whiteboard with the "positive" sign in the office of the county party committee standing committee and office director.

  As soon as the selection results came out, our county party secretary just went upstairs and saw that the conference room was very lively and we were all discussing it. When he saw that the result was already out, he said it was consistent with what he had. Our county party secretary said on the spot: "Photo it and send it out." I took the photo of the big whiteboard and posted it directly to the large group of poverty alleviation. Less than two minutes after the sending, the cell phones of the two county leaders rang. The phone calls included leaders of townships, leaders of county-level departments, members of village-based work teams, and even families of work team members.   Industrial development is getting higher and higher

  In recent years, Lankao County's agricultural "new three treasures", home furnishing industry, musical instrument industry, etc. have flourished, showing a spark of fire. In terms of agricultural industry, we have the modernization of animal husbandry and alfalfa cultivation. Honey melons, sweet potatoes and peanuts are also known as our "new three treasures". These are all started and cultivated and strengthened during the poverty alleviation campaign. Now they have achieved deep processing and have begun to become bigger and stronger.

  In terms of industry, we focus on introducing labor-intensive industries with the goal of increasing employment opportunities for the people and combining strengthening counties and enriching the people. The home furnishing industry is a highlight of our industry, which has solved a large number of employment. We have driven 6 townships to provide supporting facilities with the home furnishing industry, allowing the industrial chain to extend to townships. It is a particularly good thing to have industries in towns: people can find employment at their doorsteps, ride an electric bike, and go to the factory to work in a few minutes or ten minutes. While having a stable income, they can also take care of the farm work in the fields and their families after get off work. The supporting factories in Lankao Township are not technically high and not large in scale, but they can make some wooden strips and wooden boards, make preliminary processing of the boards, transport them to the county town, and then do deep processing.

  And our musical instrument industry. In Xuchang Village, every household makes musical instruments and makes musical instruments, such as strings, cloth bags, and coding. Products like musical instruments may not necessarily be large in scale, but their sales are very good and their added value is very high. We have now established a school-enterprise alliance with the School of Music of the Central University for Nationalities to further expand and strengthen the brand of national musical instruments.   Lankao has developed industries, driven by local talents returning to their hometowns to start businesses, and also driven by college students.
