In this season of "pear blossoms bloom all over the world", I am about to pay a state visit to Russia and attend the celebration of the 80th anniversary of the victory of the Great Patriotic War of the Soviet Union, and relive history and commemorate the martyrs with the heroic Russian people.

At this time 10 years ago, I went to Russia to attend the 70th anniversary of the victory of the Patriotic War and met with 18 representatives of Russian veterans who had fought bloody battles on the battlefields of the Great Patriotic War of the Soviet Union and the Chinese People's War of Resistance Against Japanese Aggression. I still cannot forget the iron-for-hearted and persevering expressions of the old soldiers. In the past few years, General Galev and Major General Shudlow have passed away one after another, and I deeply remember them. From the general to the private, we will never forget all the old warriors who have established outstanding merits for the victory of the world anti-fascist war! The hero is immortal and righteousness lasts forever!

In the world anti-fascist war, the people of China and Russia fought side by side and supported each other. During the difficult time of the Chinese People's War of Resistance Against Japanese Aggression, the Soviet Air Force aided China "strikes into the sky" and blocked the Japanese invaders in Nanjing, Wuhan, Chongqing and other places, and many pilots sacrificed their precious lives. At the most critical moment of the Great Patriotic War in the Soviet Union, Yan Baohang, the "Oriental Zorg" - an outstanding underground worker of the Communist Party of China, provided first-hand information to the Soviet side. During the years of war, the Soviet Union provided a large number of weapons and equipment to China, and China also sent urgently needed strategic materials to the Soviet Union. The two countries worked together to open up an international "lifeline" in the desert Gobi, playing an important role in supporting each other's anti-fascist war. As the main battlefields of Asia and Europe in World War II, China and the Soviet Union were the mainstays of fighting Japanese militarism and German Nazism, and made decisive contributions to the victory of the world anti-fascist war. The Chinese People's War of Resistance Against Japanese Aggression began the earliest and lasted the longest. Under the banner of the Anti-Japanese National United Front advocated and established by the Communist Party of China, the Chinese people made great efforts and made great sacrifices to defeat the vicious Japanese militarists, and wrote a great chapter in the victory of the Anti-Japanese War. Before and after the end of World War II, the most important decision made by the international community was to establish the United Nations. China and the Soviet Union were the first to sign the UN Charter. The two countries' permanent membership of the UN Security Council was formed in history and were exchanged for blood and life. The more chaotic the international situation is, the more we must uphold and safeguard the authority of the United Nations, firmly safeguard the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter, and continue to promote an equal and orderly world multipolarization, inclusive and inclusive economic globalization.

This year also marks the 80th anniversary of Taiwan's liberation. Taiwan's return to China is an important part of the victory of World War II and the post-war international order. A series of documents with the effect of international law, such as the Cairo Declaration and the Potsdam Proclamation, have confirmed China's sovereignty over Taiwan, and its historical and legal facts are unquestionable, and the authority of UN General Assembly resolution 2758 cannot be challenged. No matter how the situation on Taiwan island changes, no matter how external forces make trouble, China will eventually be unified and will inevitably be unstoppable.

China and Russia have always firmly supported each other on issues involving each other's core interests and major concerns. Russia has repeatedly reiterated that it abides by the one-China principle, that Taiwan is an inalienable part of China's territory, opposes any form of "Taiwan independence", and firmly supports all measures taken by the Chinese government and the Chinese people to achieve national reunification. China highly comments on this.

——We must firmly defend international fairness and justice. In today's world, the peace deficit, development deficit, security deficit and governance deficit have increased. I proposed to promote the building of a community with a shared future for mankind, and put forward the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative, in order to resolve the above deficits and actively lead the reform of the global governance system with the concept of fairness and justice.

The world must be fair, not domineering. Both history and reality show that in response to global challenges, we must adhere to the global governance concept of consultation, joint construction and sharing, adhere to dialogue rather than confrontation, partnership rather than alliance, win-win rather than zero sum, practice true multilateralism, take into account the reasonable concerns of all parties, and maintain international rules and order. We firmly believe that people of all countries in the world will choose to stand on the right side of history and on the right side of fairness and justice.

Both China and Russia are major powers with important influence and are constructive forces to maintain global strategic stability and improve global governance. China-Russia relations have clear historical logic, strong endogenous driving force, and profound civilization. They are not targeted at third parties and are not subject to any third party.
