In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on the employment of college graduates and other youths, the General Office of the Ministry of Human Resources and Social Security and the General Office of the Ministry of Education recently jointly issued the "Notice on Doing a Good Job in the Public Recruitment of Primary and Secondary Schools and Kindergarten Teachers in 2025", to promote employment of college graduates, attract outstanding talents to teach, and promote high-quality development of education.
The "Notice" clarifies teacher recruitment measures in terms of coordinating employment and teacher recruitment for college graduates, scientifically analyzing teacher needs, broadening recruitment supplement channels, standardizing recruitment procedures requirements, and strictly controlling teacher access conditions, giving full play to the important role of public recruitment in public institutions, and absorbing more college graduates to teach. The "Notice" requires that all localities should scientifically determine the positions for teacher recruitment in 2025, strengthen the recruitment and supplement of teachers in scarce disciplines such as morality and rule of law, sports and health, science, information technology, art, labor, mental health, special education, etc., focus on solving the structural contradictions between disciplines and between urban and rural teachers, and encourage regions with conditions to explore and supplement artificial intelligence education teachers. Solidly implement the preferential policy of open recruitment of grassroots institutions, organize and implement special public education plans such as the "Special Post Plan", "National Excellent Plan" and public-funded teacher students under the ministry and the "Excellent Teachers Plan" teacher students, and encourage and guide more college graduates, outstanding retired soldiers and outstanding retired athletes to teach at the grassroots level, especially in primary and secondary schools and kindergartens in difficult and remote areas. Strict recruitment procedures and publicly publish recruitment information to the public. Discriminatory, directive and unreasonable restrictive conditions shall not be set. Enhance the pertinence and scientific nature of recruitment examinations, improve the quality of question setting work, highlight the examination of teachers' professional quality and teaching ability, and conduct professional ability tests where conditions and needs. In order to implement the decisions and arrangements of the CPC Central Committee and the State Council on the employment of college graduates, further implement the employment priority policy, and improve the quality and level of primary and secondary school kindergartens, the following notice is hereby issued on the public recruitment of primary and secondary school teachers in 2025.
1. Coordinate employment of college graduates and teacher recruitment
All localities should effectively combine the public recruitment of primary and secondary school teachers with the promotion of employment of college graduates, clarify goals and tasks, actively benchmark, further tap job resources, deploy the public recruitment of primary and secondary school teachers in advance, and encourage and guide more college graduates to teach at the grassroots level, especially in difficult and remote areas. Localities are encouraged to organize public recruitment of primary and secondary school teachers at the provincial or municipal level.
2. Scientifically coordinate the needs of teachers
All localities should conduct solid demonstration of teacher needs in light of the degree needs of each stage of school, school planning and layout adjustments, urban and rural regional differences, and population changes of appropriate age, and scientifically determine the 2025 teacher recruitment positions, and strengthen the recruitment and supplement of teachers in scarce disciplines such as morality and rule of law, sports and health, science, information technology, art, labor, mental health, special education in a targeted manner, and strive to solve the structural contradictions between subjects and between urban and rural teachers; encourage regions with conditions to explore and supplement artificial intelligence education teachers. Implement the "Standards for Kindergarten Teachers and Staff Staff Staff Strategy (Interim)", scientifically equip and supplement kindergarten teachers, strengthen salary guarantees, and support the development of preschool education.
3. Broaden recruitment supplement channels
Make good use of the preferential policies for public recruitment of grassroots institutions in difficult and remote areas, organize and implement special plans for public education such as the "Special Post Plan" and the "Excellent Teachers Program" and the "Excellent Teachers Program" of public education, strengthen the faculty of small-scale rural schools and township boarding schools, and appropriately relax the recruitment conditions for rural teachers in key counties and other areas in rural revitalization. Support local governments to set up separate plans for retired soldiers when formulating primary and secondary school teachers recruitment plans, coordinate plans at the provincial or municipal level, publish recruitment information, and comprehensively consider factors such as service life, relax age restrictions for retired soldiers, and recruit qualified retired soldiers to primary and secondary school kindergartens for teaching. Support local governments to set up a certain number of physical education teachers positions in primary and secondary schools, and openly recruit retired athletes and veterans who have obtained teacher qualifications, focusing on attracting outstanding retired football athletes to teach in primary and secondary schools. Encourage and support the National Outstanding Primary and Secondary School Teacher Training Program to teach in primary and secondary schools after graduation.
4. Standardize the recruitment procedures requirements
All localities should strengthen the coordination of public recruitment work in accordance with the requirements of the "Notice of the Ministry of Human Resources and Social Security of the Organization Department of the CPC Central Committee on Further Improving the Public Recruitment Work" (Ministry of Human Resources and Social Security [2024] No. 57), strengthen the coordination of public recruitment work, strictly enforce recruitment procedures, reasonably set job qualification conditions, and publicly publish recruitment information to the public. Discriminatory, directive and unreasonable restrictive conditions shall not be set, and graduating colleges and overseas study experiences and learning methods shall not be used as restrictive requirements. Standardize the qualification review work, strictly follow the relevant policy regulations and qualification conditions clearly defined in the recruitment announcement, and no "resume screening" shall be conducted. "Campus recruitment" and "on-site recruitment" conducted by localities in colleges and universities and other places must comply with the recruitment plan filing procedures as required, and publicly publish recruitment information to the public. No restrictions on the registration and application of people who meet the conditions in other universities or localities. We must enhance the pertinence and scientific nature of recruitment examinations, improve the quality of question setting work, reflect "what to do and what to test", highlight the examination of teachers' professional quality and teaching ability, and conduct professional ability tests where conditions and needs. Strengthen the management of the examination room, strictly observe disciplinary requirements such as confidentiality and avoidance, and effectively prevent and resolve the safety risks of recruitment examinations.
5. Strictly control the conditions for teacher access
We must strictly implement the first standard of teacher ethics and conduct, and take the entry query before joining the job as a necessary link. The recruited teachers must meet the ten standards for professional behavior of primary and secondary schools and kindergarten teachers in the new era, have no criminal records and other illegal records that are not allowed to be hired; they must comply with the academic standards, Mandarin level, physical conditions and psychological conditions stipulated by the Teachers Law, the Teacher Qualification Regulations and other laws and regulations, and must obtain the qualification certificate for primary and secondary schools and kindergarten teachers before completing the employment procedures.
6. Report work progress in a timely manner
All localities should start the public recruitment of teachers by the end of April, widely promote recruitment information through various channels, and arrange timetables such as recruitment, examinations, inspections, and physical examinations in advance to ensure that teachers are recruited by the end of July. The education administrative departments of all provinces (autonomous regions and municipalities) are requested to work with the human resources and social security departments to do a good job in the public recruitment of primary and secondary school teachers in 2025, report the progress of the work in a timely manner, and submit a recruitment work summary after the public recruitment of teachers is completed.
