On May 13, the 2025 China Real Estate Listed Company Research Achievements Release Conference and the 23rd Industrial-City Integration Investment and Financing Conference were held, hosted by the China Enterprise Evaluation Association, Tsinghua University Real Estate Research Institute, and Beijing China Index Information Technology Research Institute. At the meeting, China Index Academy released the "2025 China Industrial New City Operator Evaluation Research Report".
The report shows that as new parks and existing assets continue to enter the market, the demand for revitalization of existing assets in the park has further increased. The development of the park is upgrading to the direction of "high-end industrial structure, low-carbon energy supply, intensive land use, and digital and intelligent park management". Excellent industrial new city operators have further focused on improving operational service capabilities, actively increased their efforts to explore, and innovate new models of industrial-city integration development.
Since 2024, the positioning of the industrial new city has entered the era of "precision guidance". Industrial new city operators take regional endowments as anchors, market demand as compass, policy guidance as sails, and coordinated drives the three to position the industry and build an unreplicable competitive advantage. At the same time, through technological innovation, green transformation and digital empowerment, we will promote the upgrading of traditional manufacturing to new quality productivity, and form an economic growth model with scientific and technological innovation as the core.
Industrial new city operators have entered a new stage of "precision, capitalization and ecological" in industrial investment promotion. On the one hand, the industrial chain investment model has achieved a leap forward development from the introduction of a single enterprise to the construction of a full-chain ecosystem. On the other hand, investment promotion has shifted from experience-driven to data-driven, and the industrial map has become the core tool of scientific planning.
In terms of industrial cultivation, industrial new city operators have turned to an innovative model with financial capital as the link, industrial operation as the core, and ecological construction as the basis. Operators are no longer limited to infrastructure construction, but empower the entire life cycle service to build a closed-loop value covering enterprise incubation, industrial upgrading, and ecological optimization.
The report said that deepening cooperation, activating stocks, and severity will become the development trend of industrial new cities. Operators cooperate more frequently, and by building multi-party collaboration platforms such as governments, leading enterprises, scientific research institutions, and financial institutions, they promote the deep coupling of policy chains, innovation chains and industrial chains. The service opportunities for the renovation of old parks have expanded from single building updates to multi-dimensional ecological construction of digitalization, industrialization, financialization, and people's livelihood. Operators have entered subdivided fields around means such as "space update + ecological construction + capital operation" and seized the opportunity of the existing market market. Taking both severity and importance is an important development strategy for industrial park operators. The combination of severity is not simply superimposing two types of businesses, but the synergy between "asset holding" and "service output" is achieved through resource integration. Its core lies in using heavy assets as the physical carrier and light assets as the value engine to form a closed-loop ecosystem.
