Each district should carry out village planning evaluation, integration and optimization and improvement work as needed based on the actual needs of rural development and governance, and based on existing achievements, so as to ensure the orderly implementation of various rural construction projects.

  Village planning does not require repeated preparation

  The last round of village planning in this city began in 2017. In combination with the beautiful rural construction action at that time, the preparation was started before the approval of the new version of the master plan. At present, "all those who should be compiled and all those who should be approved" has been achieved.

A relevant person in charge of the Municipal Planning and Natural Resources Committee introduced that the "evaluation and integration" work mentioned in the "Notice" is to make good use of the existing village planning results and connect with the new planning requirements after the approval of the new version of the overall plan, optimize and improve the existing village plans, and better promote the comprehensive revitalization of rural areas and build livable, business-friendly and beautiful villages.

  Optimize and simplify the approval process for some projects

  The "Notice" clearly states that each district can coordinate the overall planning requirements and planning implementation needs based on the results of village planning integration and improvement, deepen the study of planning indicators and control requirements for specific projects, and carry out approval of various construction projects in rural areas in accordance with the law. Among them, within the boundaries of village construction, the approval process will be further optimized and simplified.

  "After a comprehensive analysis of the approval of rural construction projects since the approval of the new version of the master plan, most projects have small size, fewer investments, short cycles, flexible implementation, and relatively simple technical requirements." The relevant person in charge introduced that, therefore, the "Notice" proposes that for rural public welfare projects with an above-ground construction area of ​​no more than 2,000 square meters, rural industrial projects with an above-ground construction area of ​​no more than 10,000 square meters, etc., the simplified method of preparing project construction plans and filing plans, and on the premise of complying with the various spatial control requirements of village planning after integration and the general control rules of rural areas in each district, the basic construction indicators of specific construction projects such as land use, building scale, height, etc. can be determined on the premise of compiling project construction plans and filing plans.

  Carry out rural space design according to local conditions

  At present, the rural areas of this city are in a new stage of transformation from reduced development to high-quality development. The "Notice" proposes that all districts should be encouraged to overall optimize the national land space pattern within the village area, improve the functional layout of land use within the boundary of village construction, explore the compound use of rural construction land, shape the characteristic style of rural areas, and promote the deepening of village planning as needed.
