The "Measures for Domestic Coordination and Management of Satellite Networks (Interim)" (hereinafter referred to as the "Measures") will come into effect on May 1, aiming to further stimulate the vitality of aerospace enterprises and promote the high-quality development of the aerospace industry.
Domestic coordination of satellite networks refers to the frequency coordination between my country's satellite networks and between satellite networks and ground radio stations (stations) under the framework of ITU's "Radio Rules".
The Measures standardize and optimize domestic coordination work of satellite networks, clarify the basic principles of domestic coordination, and make provisions on the standards for determining domestic coordination status, division of responsibilities of each unit, interference handling and supervision measures, etc.; standardize domestic coordination procedures, clarify the conditions and processes for establishing domestic coordination relations, the time limit requirements for the collection, summary and public disclosure of domestic coordination needs, and coordination feedback.
In addition, the Measures optimized the domestic coordination mechanism, strengthened the overall coordination role of the National Radio Office, and proposed situations where there was no need to establish domestic coordination relations, reduced the scope of domestic coordination objects, introduced five forms of completing domestic coordination, and reduced the complexity of domestic coordination.
According to the Measures, satellite networks with lower coordination status in China should take active and practical measures to avoid harmful interference to satellite networks with higher coordination status in China, and should not propose protection requirements for satellite networks with higher coordination status in China.
The Measures also encourage satellite operation units to complete coordination by strengthening cooperation and technological innovation. For technical issues that are difficult to coordinate, they support coordination through trial and test verification.
It is understood that in the next step, the Ministry of Industry and Information Technology will strengthen the publicity and interpretation of the Measures, formulate supporting systems, and ensure that all measures are implemented. (Reporter Cui Shuang)
