  The "buy and refund" of departure tax refund means that in areas where the departure tax refund policy has been implemented, overseas travelers can apply for RMB equal amounts of tax refund in the store after signing an agreement and applying for a credit card pre-authorization at the store. In the early stage, the pilot projects were carried out in Shanghai, Beijing, Guangdong, Sichuan, Zhejiang, Shenzhen and other places.

  "Since the pilot of the "buy and refund" policy, it has been operating smoothly and is welcomed by overseas tourists. It has now met the conditions for national promotion." A relevant person in charge of the Goods and Labor Taxation Department of the State Administration of Taxation introduced, "Compared with the traditional process of departure tax refund, the biggest feature and highlight of the "buy and refund" is that the tax refund process is advanced, so that overseas tourists can get tax refunds in the shopping process, which makes it more intuitive to feel the benefits of tax refunds, which is conducive to passengers receiving tax refunds at the shopping site for re-consumption."

  According to the announcement, overseas travelers can receive equal tax refund items at the "Buy Now Refund" store and apply for credit card pre-authorization. When a passenger leaves the country, the customs verify the passenger's identity and tax refund items. After the tax refund agency reviews the shopping tax refund information, it will immediately release the credit card pre-authorization guarantee and complete the departure tax refund matters.

  The announcement clearly states that tax refund stores that are willing to provide "buy and refund" services can become "buy and refund" stores after negotiation with local tax refund agencies.
