As a cluster area with a complete set of artificial intelligence and robot industry chains, complete ecology and rich application scenarios in China, what do Guangdong plan to do next?
Recently, Guangdong has formulated and issued the "Several Policy Measures in Guangdong Province to Promote the Innovation and Development of the Artificial Intelligence and Robot Industry" (hereinafter referred to as the "Several Policy Measures"). Guided by supporting and serving enterprises, it is based on strengthening the supply of factors such as funds, talents, and land. It proposes 12 "dry goods" policy measures in terms of supporting core technology research, cultivating high-quality enterprises, creating application scenarios, deploying high-level platforms, cultivating and introducing talents, and promoting the construction of a standard system, to accelerate the creation of a global artificial intelligence and robot industry highland, so that the "enterprise tree" with its own expressions gathered into a vibrant "industry forest".
Take root and promote application in a wide range of scenarios

On April 9, a press conference on innovative products and services of Guangdong Province’s artificial intelligence and robot industry was held in Guangzhou. At the meeting, Qu Xiaojie, deputy director of the Guangdong Provincial Department of Industry and Information Technology, released 8 industry models, 30 application scenarios, 29 solutions and 13 smart terminal products. He said that in recent years, Guangdong has continued to pay attention to the empowerment of artificial intelligence in thousands of industries, and has also emphasized the opening of application scenarios and the improvement of quality, cost and efficiency.
8 The artificial intelligence industry models mainly come from the fields of industry, education, security, etc., and have all been initially applied in related fields and achieved remarkable results. In the industrial field, Guangdong Zhiye’s lean artificial intelligence platform has increased the product quality of the semiconductor packaging industry by about 3% and the production capacity by about 4%; Boyite launched the world’s first big process model for the pulp and paper industry, with an average production efficiency of 10% and a 4% reduction in manufacturing costs.
With high-quality large models, applications can be supported in specific scenarios. Therefore, Guangdong has selected 30 application scenarios. Large models and application scenarios appear on the demand side, and excellent solutions are also needed on the supply side. In this regard, Guangdong has also released 29 artificial intelligence application solutions.
Gather wisdom and strength to activate the open source innovation sharing ecosystem
How to upgrade the industry and break through? Guangdong proposes "open source".
Open source is an open, shared and collaborative innovative collaboration model. Through the "integration of intelligence and strength" mechanism, it realizes collaborative innovation among multiple parties, significantly lowers the technical threshold and integrates industrial resources. Guangdong supports enterprises, universities, research institutes, and industry associations to jointly build open source communities, open source ecological centers and related public service platforms for the fields of artificial intelligence and robots through technical cooperation. Attract developers to participate through the open source community, forming a positive cycle of technological iteration and integration with the industry.
"Guangdong anchors the goal of innovation in the global artificial intelligence and robot industry, releases the open source 'multiplier effect', and activates the open source innovation ecosystem of artificial intelligence and robots with diverse measures." Qu Xiaojie introduced that Guangdong has driven open source development through policy empowerment, and has gathered millions of open source developers, and some companies rank in the top ten of the global open source enterprises.

In the future, Guangdong will select no more than 5 high-quality open source communities and ecological centers every year, and provide funding at 30% of its approved operating expenses in the previous year, with a maximum support of 8 million yuan per project.
"A single branch is not spring, but a hundred flowers bloom in the garden." Guangdong is present in the development of artificial intelligence and robot industries across the country and even globally. At the same time, Guangdong's industrial development also has the characteristics of multi-party linkage. In order to strengthen the open source ecosystem, Guangdong encourages enterprises, scientific research institutions, etc. to jointly build open source communities related to the field of artificial intelligence and robots, and usher in vigorous development for the entire field.
Qu Xiaojie said, "Technical value comes from application practice, and the vitality of the results lies in implementation and transformation. We actively promote enterprises to release basic frameworks for open source, empower industries such as robots, home appliances, and automobiles, build open application scenarios, and accelerate the industrial application and commercialization path exploration of open source technology." Real money, government funds + market capital gathering
The "Several Policy Measures" proposes to accelerate the cultivation of single champion enterprises in the field of artificial intelligence and robots, and specialized and innovative small and medium-sized enterprises. Guangdong will "increase" the investment on the basis of provincial support for those who have been awarded national single champion enterprises and specialized and new "little giant" enterprises in this field, and encourage the city to give rewards. The provincial finance will further incentivize the city's reward funds 1:1. "Real money and silver reward and subsidy support can support us to move faster and more steadily." said Ouyang Xiaoyan, deputy general manager of the AI Big Data Division of Guangdong Jinfu Technology Co., Ltd.
Zeng Jinze, director of the Guangdong Provincial Department of Industry and Information Technology, said: "We plan to further increase support for benchmark applications. For example, select 10 new industrial benchmark cases in the industrial field every year, and give a reward of up to 8 million yuan for each selected case, thereby driving the overall improvement of the level of artificial intelligence application."
Li Shulin, deputy director of the Guangdong Provincial Department of Finance, said that in 2025, Guangdong Province's budget will arrange 26.2 billion yuan of related funds for the "manufacturing industry leaders" including the fields of artificial intelligence and robots. "In recent years, Guangdong has supported projects in the field of artificial intelligence and robots through government investment funds such as the Provincial Innovation and Entrepreneurship Fund, Industrial Development Fund, Semiconductor and Integrated Circuit Industry Investment Fund, with an investment of more than 23 billion yuan."
Real money comes from the government and the market. With the increasing layout of domestic capital, global capital has also gathered in Guangdong. In March this year, Guangdong Province issued the "Several Measures of Guangdong Province to Promote Investment in Guangdong for Overseas Sovereign Funds", including nine specific measures, including promoting overseas sovereign funds to establish offices in Guangdong, supporting joint ventures to establish "chain master funds", and increasing capital increase and expansion of overseas sovereign funds in Guangdong's projects, further promoting overseas sovereign funds to continue to increase their investment in greenland investment and equity investment in key areas such as strategic emerging industries and future industries, including Guangdong's artificial intelligence and robot industries, to form two-way empowerment of capital and advantageous industries.
