At 17:00 on April 11, strong winds began to occur in Yanqing, Changping, Mentougou and Fangshan in our city, which affected the urban area around 20:00. The night gusts gradually increased to level 8 and 9. From 06:00 to 22:00 on the 12th, the strongest winds were between level 6, and the gusts in the plains were between level 9 and level 11, and some areas of Yanqing, Changping, Mentougou, Fangshan, Huairou, Pinggu, Miyun and other areas were between level 11 and level 13, and local gusts in the mountainous areas could reach level 13 or above, accompanied by sandstorm and heavy cooling weather.

In accordance with the work arrangements of the Municipal Party Committee and Municipal Government, in order to do a solid job in responding to extreme windy weather and strive to protect the safety of the capital's education system, the Municipal Education Commission requires that schools at all levels and types should adjust the Friday school time in a timely manner as the situation is the case, and teachers and students should not go out unless necessary on weekends. The specific notice is as follows—

1. Do a good job in responding to strong winds with a high sense of political responsibility

All units must firmly establish the awareness of "the capital is nothing small, everything is connected to politics", always maintain a spirit of "stay at all times", prepare for the future, make precise analysis and make careful arrangements, and do a good job in responding to this extreme wind with the highest standards, the strictest requirements and the strongest measures, and resolutely be responsible for the territory and fulfill their responsibilities.

2. Strictly implement early warning response requirements

First, primary and secondary schools (including vocational schools), kindergartens, and related training institutions will stop outdoor activities. Cancel or postpone outdoor activities such as sports exams and sports meetings. All universities will suspend teachers and students' outdoor activities depending on the situation. All outdoor construction work in the construction project, especially outdoor high-altitude and fire operation, and resolutely eliminate construction safety risks.

The second is to conduct comprehensive inspections and patrols, strengthen billboards and protect high-altitude operations, and properly place outdoor items that are susceptible to strong winds. Strengthen safety management of construction sites under construction and do a good job in checking and rectifying safety hazards such as wind prevention and fire prevention. Focus on inspecting key parts such as deep foundation pits (high slopes), tower cranes, scaffolding, formwork system, fences, and sheds to ensure that the inspection is in place and the hidden dangers are rectified in place. Check the stability of the office area, living area board house and other facilities in a timely manner, eliminate safety hazards, and organize personnel to evacuate to safe places if necessary.

The third is to strengthen publicity and education. Distribute safety prompts to teachers and students through text messages, WeChat, etc., and guide schools to prevent strong wind disasters and students' risk escape safety education. Do not stay or hide from objects such as temporary buildings, billboards, and trees that are easily blown down by strong winds. Keep personal protection against cold and warm.

3. Strengthen the reporting of urgent and important information

We will effectively enhance political sensitivity, strengthen the awareness that information reporting is the "lifeline" of emergencies, strictly follow the requirements, open up information channels, and make timely, comprehensive and accurate information reports. If there is any outstanding situation, report it orally first and then write it in writing. Resolutely eliminate delays, underreports, false reports, and concealment of reports.

4. Do a good job in emergency response to various emergencies

Carefully analyze and judge the safety situation in advance, take effective response measures, and eliminate safety hazards in a timely manner. Strengthen emergency response and strengthen on-site handling awareness.
