The notice requires that from the date of implementation of the "Residential Project Code" on May 1, new residential projects must be implemented strictly in accordance with the new standards. All localities should fully implement standards and regulations on sound insulation, smell prevention, waterproofing, etc. in residential buildings, and refine relevant technical measures and requirements in light of actual conditions.
The notice emphasized that the standards and specifications must be strictly implemented, and new residential projects must implement new standards. All localities should urge participating units to strictly implement mandatory standards for engineering construction. Design units shall not lower design standards in disguise under the name of "optimized design". Construction units are strictly prohibited from violating construction technical standards.

We must pay close attention to the inspection of materials on site and resolutely prevent inferior "engineering windows" and floor drains from flowing into construction sites. All localities should strictly implement the system of first inspecting and then using building materials, increase supervision and inspection efforts, and promote testing institutions to take samples at the construction site to ensure randomness and representativeness of samples. False sampling and delivery are strictly prohibited.
The notice emphasized that physical performance testing should be carried out and the test results should be included in the residential quality assurance letter. All localities should urge construction units to organize physical performance testing such as sound insulation, smell prevention, and waterproofing before the completion and acceptance of residential projects. At the same time, full-chain supervision and inspection should be organized to severely punish enterprises that violate regulations and breach trust in accordance with the law.
