Recently, the Ministry of Water Resources, the Ministry of Industry and Information Technology and other five departments jointly issued the "Opinions on Comprehensively Building a Policy System for Water Saving System", which clearly established and improved the "three major areas" system for agricultural water conservation and efficiency improvement, industrial water conservation and emission reduction, and urban water conservation and loss reduction.

  The "Opinions" propose that by 2030, the water-saving policies, regulations and standards will be improved, management efficiency will be significantly enhanced, the total national water use will be strictly controlled, the water use of 10,000 yuan in GDP and 10,000 yuan in industrial added value will be reduced by more than 10% compared with 2025, the effective utilization coefficient of farmland irrigation water will be increased to more than 0.6, and the scale of unconventional water utilization will reach more than 30 billion cubic meters; by 2035, a water-saving system will be formed that is compatible with the basic realization of socialist modernization, and the efficient and intensive utilization of water resources will reach the world's advanced level.
