The head of the E-Commerce Department of the Ministry of Commerce said not long ago that from January to February this year, the endogenous driving force, innovation potential and open vitality of my country's e-commerce have been continuously released, achieving a good start. At present, as an important part of the digital economy, e-commerce has become an important engine to drive consumption, promote employment, and drive industrial transformation. Its sustained and healthy development cannot be separated from a standardized, orderly, fair and transparent ecological environment.
With the deep integration of digital technology and the real economy, e-commerce has penetrated into all areas of the national economy and has become an important pillar to lead consumption trends and stimulate market vitality. For example, the vigorous development of some new business formats such as live e-commerce not only creates new consumer experiences and scenarios through real-time interaction, greatly promoting the rapid rise and sales of many domestic brands and local specialty products, but also accelerating the digital transformation of traditional industries and the market penetration of emerging categories through two-way driving of industrial chain integration and consumer demand upgrades. E-commerce platforms help sell special products in poor areas and achieve "Internet celebrities' out-of-the-circle" and have become a vivid practice to stimulate market vitality and help rural revitalization.
In recent years, the scale of e-commerce transactions in my country has continued to expand. In 2024, the national online retail sales exceeded 15.5 trillion yuan, a year-on-year increase of 7.2%. E-commerce has become the backbone of the domestic consumer market. Building a standardized, orderly, fair and transparent e-commerce ecosystem will help break through the bottlenecks of industry development, release consumption potential, effectively expand domestic demand, stimulate the vitality of business entities, and promote the benign interaction between e-commerce and the real economy. For example, traditional home appliance manufacturing companies represented by Haier and Midea and some clothing companies are deeply integrating forward-looking strategies into the e-commerce ecosystem. Relying on the platform's intelligent data analysis technology to accurately capture user needs, gradually completing the transformation from standardized production to personalized customization on demand (C2M) model, effectively improving supply chain efficiency and market competitiveness, and driving the digital economy toward intensive and sustainable development.
Against the backdrop of the rapid development of rural e-commerce, e-commerce platforms have also become an important bridge connecting urban and rural areas. For example, with the help of major e-commerce platforms, a large number of specialty agricultural products such as Shaanxi apples, Gannan navel oranges, and Yunnan coffee beans have been able to break through regional restrictions and quickly sell them to the whole country and even overseas markets, driving farmers from the origin to increase their income and become rich, and effectively promoting rural revitalization and common prosperity.
The key to building a good e-commerce ecosystem lies in precise measures and systematic promotion.
Improve supply and optimize the environment. Continue to improve the legal and regulatory system in the field of e-commerce, keep up with the industry's development trends, timely make up for institutional gaps, and draw clear rule boundaries for new business forms and new models. Improve the scientificity and adaptability of supervision, use technical means to enhance supervision efficiency, and achieve a balance between penetrating supervision and inclusive and prudent supervision. Focus on optimizing the business environment, breaking down hidden barriers, and reducing institutional transaction costs. Strengthen fair competition review, resolutely oppose monopoly and unfair competition, protect the legitimate rights and interests of all types of business entities in accordance with the law, and maintain a unified, open, competitive and orderly market system.
Provide good services and promote innovation. Strengthen the construction of digital infrastructure including high-speed networks, smart logistics systems, safe and convenient payment systems, etc., and provide solid guarantees for the efficient operation of e-commerce. Financial institutions are encouraged to innovate service models and provide more accessible and more adaptable financial support for e-commerce companies, especially small and medium-sized enterprises. Support platform enterprises to give full play to their technological and data advantages, empower the upstream and downstream of the industrial chain, and drive the digital transformation of traditional industries.
Fully guarantee safety and safeguard legitimate rights and interests. We must place the protection of consumer rights and data security in a prominent position, improve consumer rights protection mechanisms, open up complaint and reporting channels, crack down on illegal acts such as selling counterfeit and shoddy goods, false propaganda, and infringement of intellectual property rights, and create a safe and secure online consumption environment. Promote the construction of industry organizations, guide platforms and merchants to operate honestly, build a diverse co-governance pattern of government supervision, platform responsibility, industry self-discipline, and social supervision, and continuously enhance the overall credibility and user trust of the e-commerce ecosystem.
