Recently, the Ministry of Commerce and nine other departments jointly issued the "2025 Work Plan for the Action to Improve Quality and Benefit the People", focusing on coordinating domestic and international dual circulation, insisting on making efforts on both supply and demand, and supporting the expansion of the supply and supply and demand through the "opening up to the outside world and liberalizing the inside".

  Focusing on six aspects, including strengthening policy support, carrying out promotion activities, building platform carriers, expanding opening up to the outside world, strengthening standard guidance, and optimizing the consumption environment, the work plan proposes 48 specific tasks and measures, covering major industries such as catering, accommodation, health, culture and entertainment, tourism and leisure, and sports events, as well as new business forms and new scenarios such as tourist trains, air tours, parachuting, ultra-high-definition TV, and micro-short dramas.

  The work plan requires that all localities and relevant departments strengthen policy coordination and work coordination, enhance the influence of the action of improving quality and benefiting the people, and create a good atmosphere conducive to the development of service consumption. Adhere to problem-oriented approach, focus on people's livelihood concerns such as "one elderly and one young", and formulate targeted special policy measures to support housekeeping, elderly care, childcare, and healthy consumption to better meet the people's growing needs for a better life.
