The meeting pointed out that in the face of a complex and severe external environment, we must thoroughly implement the deployment of the Central Economic Work Conference, step up efforts to implement the policies and measures clearly defined in the "Government Work Report", anchor the economic and social development goals, increase countercyclical adjustment efforts, focus on stabilizing employment and foreign trade, focus on promoting consumption and expanding domestic demand, focus on improving structure and improving quality, strengthening the domestic circulation, and promoting high-quality economic development. Enterprises should be encouraged to actively stabilize employment, increase vocational skills training, expand support for labor-for-relief, and strengthen public employment services. We must stabilize the development of foreign trade and foreign investment, increase support for each industry and one enterprise, and support foreign-invested enterprises to invest domestically. We must promote consumption of services such as elderly care, childbirth, culture, and tourism, expand effective investment, and vigorously boost the enthusiasm of private investment. The meeting discussed and passed the "Social Assistance Law of the People's Republic of China (Draft)" in principle, and decided to submit the draft to the Standing Committee of the National People's Congress for deliberation. The meeting pointed out that social assistance is a basic and basic institutional arrangement in the social security system.
