Xinhua News Agency, Beijing, April 23 (Gao Jing, Li Peiyuan) A reporter learned from the Ministry of Ecology and Environment on the 23rd that the Ministry of Ecology and Environment, the National Development and Reform Commission and other departments jointly issued the "China's National Program for Implementing the Montreal Protocol on Ozone Depleting Substances" (2025-2030)", comprehensively strengthening the management of ozone depleting substances and hydrofluorocarbons, and jointly respond to ozone depletion and climate change.
A relevant official from the Atmospheric Environment Department of the Ministry of Ecology and Environment said that since my country joined the Montreal Protocol on Ozone Depletion Substances in 1991, it has conscientiously fulfilled various international obligations and has eliminated a total of approximately 628,000 tons of ozone depletion substances (ODS), accounting for more than half of the phase-out of developing countries, and has been widely praised by the international community. In 2021, my country announced that it would accept the Protocol "Kigali Amendment" to strengthen the control of non-carbon dioxide greenhouse gases such as hydrofluorocarbons (HFCs).
The national plan released this time determines nine types of control substances including perchlorofluorocarbons, halons, carbon tetrachloride, methyl chloroform, hydrobromide containing fluorocarbons, bromochloromethane, methyl bromide, hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons. Among them, the first eight types of substances have a destructive effect on the ozone layer, and the ninth type of substances, hydrofluorocarbons, have no destructive effect on the ozone layer, but they are a highly synthetic greenhouse gas.
At present, my country has achieved comprehensive phase-out of the production and use of seven types of ODS controlled uses, and is gradually reducing the phase-out of hydrogen-chlorofluorocarbons and hydrofluorocarbons.
The national plan clarifies the goals of fulfillment and proposes 11 specific tasks from four aspects: source control, process control, end governance and import and export management. For example, in strengthening the management of the use of controlled substances, the home appliance industry will prohibit the production of refrigerators and freezers with hydrofluorocarbons as refrigerants from January 1, 2026.
In addition, the Ministry of Ecology and Environment, together with the Ministry of Commerce and the General Administration of Customs, issued the revised "Regulations on the Import and Export of Ozone Depleting Substances", further optimizing the import and export management of Ozone Depleting Substances, strengthening cross-departmental cooperation, preventing and combating illegal trade, and actively fulfilling the obligations of the Convention.
