Compared with the 2022 edition of the list, the number of matters in the new edition list has been reduced from 117 to 106, a decrease of 11, a decrease of 17 national specific management measures under the matters, and a decrease of 16 local management measures.

  The negative list system for market access is a series of institutional arrangements in the form of a list to summarize industries, fields and businesses that are prohibited and can be invested and operated by governments in my country and licensed by the government, and governments at all levels take corresponding management measures in accordance with the law. In addition to the negative list of market access, all types of business entities can enter equally according to law. Establishing and implementing a nationwide unified negative list system for market access is a major decision and deployment made by the CPC Central Committee and the State Council.

  A relevant official from the National Development and Reform Commission said that the new version of the list has been optimized in many aspects, improving the management requirements of the "one list in the country" and the implementation requirements of market access matters. Domestic and foreign business entities carry out investment and operation in China, uniformly apply the provisions of the negative list of market access, and implement national treatment requirements.

  According to reports, the new version of the list lowered the entry threshold and directly deleted a number of national measures, such as changing the official seal engraving industry from the licensing system to the filing system; some of them liberalized a number of national measures, such as abolishing management measures such as the establishment of TV series production units and the trial of new telecommunications services, and maintaining necessary market access management in related fields, but the access link is more streamlined; a number of local measures, such as abolishing the management measures such as ship design and construction, wine production and operation established by relevant localities, and are managed in accordance with a unified national access method.

  At the same time, the new version of the list regulates access to key areas in accordance with the law, and further regulates market access in some areas based on the issued laws, administrative regulations, and decisions of the State Council. For example, the issuance of civil unmanned aircraft operation qualification certificates (except for micro unmanned aircraft) and other management measures in new business forms and fields are included in the list.

  The National Development and Reform Commission and the Ministry of Commerce issued the first negative list for market access in 2018. After four revisions in 2019, 2020, 2022 and 2025, the number of items on the list has been reduced from 151 items in the 2018 edition to 106 items at present, with a reduction ratio of about 30%. A large number of industry access restrictions have been relaxed, "the list shrinks and shortens, and the market becomes more and more lively."
